At approximately 10:35 pm on Sunday, 28 June 2015, Khalid Hammad Abdel Rahman Al Belbesi, 41, was pronounced dead. According to information available to Al Mezan’s, at approximately 5:00 pm on Thursday, 25 June 2015, a police force arrested Al Belbesi from his house, which is located in Al Nuseirat refugee camp. He was arrested for a dispute between him and his wife. He was detained at the Al Nuseirat police station. On Sunday, 28 June 2015 in the morning, he was presented before the public prosecution where his detention was extended to 48 hours having been accused of assaulting his wife and insulting her religious feelings.
In his affidavit to Al Mezan, Abdel Rahman Hammad Al Belbesi, 62, stated that the police arrested his bother Khaild from his house. At approximately 11:00 am on Saturday, 27 June 2015, he went to the police station to visit his brother but the police officer refused to allow him to see his brother and informed him that his brother was sick. The officer ordered Abdel Rahman to put what he brought to his brother in the canteen.
According to the director of the Al Nuseirat police station, at approximately 7:37 pm on Sunday, 28 June 2015, Al Belbesi complained of experiencing pain and he told the guards that he was tired. He was referred to Al Nuseirat clinic where a doctor treated him. The treating doctor advised the officer to refer Al Belbesi to a psychological clinic. He was then transferred to the police station. After two hours, he was pronounced dead. Afterwards his body was transferred to the Al Nuseirat clinic again. At approximately 11:30 pm on the same day, his body was transferred to Al Aqsa hospital in Dier Al Balah. At approximately 10:00 am on Monday, 29 June 2015, he was carried to Shifa hospital for forensic examination where the doctor stated that he died due to severe drop in blood pressure.
Al Mezan Center for Human Rights expresses its regrets for the death of Al Belbesi. Al Mezan asserts that every incident of death inside a detention center must be investigated transparently, adequately and promptly. Al Mezan calls for the Attorney General to open a serious investigation into the incident. The investigation should not only review the cause of death; rather, the way he was arrested, the way he was treated inside the detention center and his health conditions must be seriously examined.
