A crucial legal milestone has just been reached. In August 2025, the Crimes Against Humanity Division of the Paris Judicial Court issued a summons against Nili Kupfer-Naouri, president of the Zionist settler organisation Israel Is Forever, for complicity in genocide.
This followed a complaint filed in November 2024 by the French Jewish Union for Peace, together with a Franco-Palestinian complainant who is a member of Urgence Palestine and supported by the NIDAL association. The complaint was later joined by the FIDH, Al-Haq, Al Mezan Center for Human Rights, and the Palestinian Centre for Human Rights.
On 19 January 2026, Kupfer-Naouri responded publicly: “I will never be able to set foot in France again because I have no intention of going to a French prison, or being held in police custody, or anything else.”
In November 2023, Kupfer-Naouri publicly incited that there were “no innocent civilians in Gaza” on a French news channel, and orchestrated actions to block the delivery of humanitarian aid into Gaza during the Israeli induced genocidal famine in 2024– in a pattern of genocidal acts by Israel, which are still ongoing. More recently, Kupfer-Naouri, declared from Hebron in 2025, that the West Bank should be completely colonised and belong to the State of Israel, as the “historic birthplace of the Jewish people”.
The complaint targets all acts of ‘Israel is Forever’ in contributing to the crime of genocide, whether in the form of material actions, active support or advocacy that contributes to the incitement or facilitation of the crime. Under international criminal law, complicity can result from any assistance or encouragement provided with knowledge of the criminal context.
The issuance of a summons constitutes a major landmark, as the investigating judge considers that there is serious or consistent evidence that Ms Kupfer-Naouri participated in acts that may constitute international crimes. Such measures, which are rare in the Crimes Against Humanity Division’s cases, meet a decisive threshold in the criminal investigation.
The issuing of the summons highlights that law enforcement can be mobilised in France, police custody procedures can be implemented, and criminal soldiers and civilians complicit in crimes against the Palestinian people will be investigated and prosecuted. These are important steps towards ending blanket Israeli impunity for international crimes of dual nationals.
The summons confirms the application by the French judicial system of the principle of extraterritorial jurisdiction on the basis of the French nationality of the alleged perpetrators, regardless of where the acts were committed. Thus, French nationals cannot escape criminal responsibility when they contribute to or are accomplices, from or outside the national territory, in war crimes, crimes against humanity, incitement to genocide, and genocide.
