On Sunday morning, 11 September 2022, Al Mezan Center for Human Rights petitioned the Israeli Beer Sheva District Court demanding to stop the use of plastic zip ties on Palestinian detainees held in Israeli jails, as they are unnecessarily harming the prisoners' hands. This practice is illegal under the Israeli Prison Services’ orders and violates the United Nations Standard Minimum Rules for the Treatment of Prisoners—also known as the Mandela Rules.
As the legal representative of many Palestinian detainees in Israel custody, Al Mezan had already filed a complaint with the Israeli Prison Services Investigation Unit on 27 March 2022, following a crackdown campaign carried out in Nafha Prison, which included restraining a large number of detainees with plastic zip ties for long hours, causing bleeding in their hands, severe pains, and psychological harm. Al Mezan received no response to the complaint.
The systematic and unwarranted practices applied by Israeli authorities against Palestinian detainees—especially administrative detention and medical negligence—violate both international humanitarian and human rights law and amount to different forms of inhuman acts under the 1973 Apartheid Convention. Al Mezan had submitted this petition as part of its endeavors to defend Palestinian prisoners’ human rights and ensure the respect of international law by Israeli authorities.
