Civil society welcomes the report of the High Commissioner for Human Rights while calling for more guidance on third state responsibilities

Thank you, Chair:

 

We welcome the HC’s report 46/22 in response to the Council’s request[1] “to report on how all parties can fulfil their obligations…under international law”[2] to implement the 2017 recommendations.

 

The report’s section on “measures to be taken by third states” remains general and tentative, less explicit than the 2017 report and inputs to the Council over the past decade. It offers only in passing that “The international community could…consider further efforts towards bringing the occupation to an end.”[3]

 

This report still overlooks the Israeli parastatal institutions such as World Zionist Organization and Jewish National Fund with their apartheid charters that persist in gross violations and serious crimes[4] against the indigenous Palestinian people as a whole, including the Palestinians under occupation, while the institutions operating in the territory of 50 other states. This omission prevails in the corporate database methodology as well, while 18 states Members of this Council continue to host these Israeli parastatal operations as tax-exempt charities.

 

On effective measures, we look forward to more-fulsome guidance on extraterritorial obligations of states in this Council and beyond.
